This draft proposal, known as Tapered Issuance Burn and temporarily labeled EIP-8363, introduces a mechanism that burns a growing share of the consensus rewards earned by validators. The burning rate increases as the staked Ether total nears a set limit of 60.25 million ETH, which represents roughly half of the existing Ether supply. Once that threshold is reached, the entire reward deduction becomes one hundred percent. Implementation would occur gradually across an eighteen-month period.

The idea has drawn strong criticism from various developers, individual stakers, and founders in the decentralized finance sector. Opponents warn that lowering rewards in this manner might drive away solo validators first, before larger institutions feel the impact. They also suggest it could reduce interest from institutions in holding Ether and interfere with decentralized finance platforms that rely on staking yields for their operations.

One of the authors, Jérôme de Tychey, explained that the changes aim to manage the growing percentage of Ether being staked, which exceeded thirty-three percent in April. The authors believe ongoing increases in staking could lead to greater concentration of Ether within large custodial services and liquid staking providers. They further argue that unchecked issuance weakens Ether's position as a neutral and trustless store of value for users.

De Tychey emphasized that continuously rising issuance acts like a dilution tax affecting all holders. This forces participants to either stake their assets or face dilution. At elevated staking ratios, liquid staking tokens and similar derivatives begin to replace raw Ether as the primary medium in the ecosystem, replacing the most neutral asset with claims dependent on intermediaries.

EIP-8363 Authors Argue for Reduced Issuance

The authors maintain that the existing reward curve keeps staking yields from falling below one point five percent, even if every Ether token were staked. They point out that this creates a perpetual incentive to stake without any natural stopping point. Without modifications, projections indicate that more than fifty-five percent of the total Ethereum supply could be locked into staking by the year 2028.

The proposal seeks to achieve maximum neutrality and minimal dilution, two core principles for any effective store of value. According to the authors, this EIP strengthens both aspects and establishes a standard unmatched by other blockchains. Under the new policy, annual issuance would reach a maximum of zero point five percent of the Ether supply when around twenty percent is staked, then decline steadily to zero once the staking ratio hits the sixty point two five million ETH level.

The changes would make Ether supply growth more limited and easier to forecast. When combined with the effects of EIP-1559 and blob transaction burns, the overall supply would decrease more frequently. This positions Ethereum as a mature protocol with a sustainable security budget that also minimizes dilution compared to alternatives. Grayscale has expressed support for the general direction, with its head of research noting that limiting staking incentives could benefit Ether's price over the longer term.

Critics Warn of Negative Effects on Growth

Aave founder Stani Kulechov argued that cutting staking rewards would diminish institutional interest in Ether and reduce borrowing activity throughout decentralized finance. He believes the proposal fails to deliver its intended results and could ultimately harm the Ethereum network. Another concern is that the reward reductions would disproportionately affect solo validators, who typically face higher operational costs and are more vulnerable to changes in returns, potentially leading to greater centralization in the validator set.

Mike Silagadze, CEO of Ether.Fi, stated that the plan would clearly push out solo stakers who lack subsidies from the Ethereum Foundation or similar entities. This would ensure that only large centralized organizations with no cost of capital would continue staking, as users hold their Ether passively through those services. De Tychey responded on the Ethereum Magicians forum by noting that participants using large staking providers already pay fees, which could make those services less appealing as rewards decrease, although he acknowledged ongoing debates around the supporting research.

Additional voices highlighted the tight timeline for reviewing the proposal, though this stems partly from misunderstandings about the Thursday deadline. Greg Koumoutsos, a co-author of related EIPs, observed that the schedule does not allow sufficient community examination of such a significant monetary policy adjustment. The Tapered Issuance Burn proposal has not yet been approved, scheduled, or incorporated into the upcoming Hegotá upgrade. The Thursday deadline applies only to pull requests for additional EIPs targeting that upgrade, not to final decisions on inclusion.

Ethereum community organizer Trent Van Epps clarified that the selection process may extend until November eighth, with Hegotá expected to reach mainnet during the second quarter of 2027. Overall, the discussion underscores the challenges of balancing network security, decentralization, and economic incentives within Ethereum's evolving staking landscape, prompting broader conversations about long-term tokenomics and validator participation across the ecosystem.
